Executive Team and Board Members


Dr. William R. Rassman, Chairman, CEO and Founder
Dr. William R. Rassman received his Doctor of Medicine from the Medical College of Virginia in 1966. He completed a surgical internship at the University of Minnesota and obtained a cardiovascular fellowship with Dr. C.W. Lillehei. Dr. Rassman completed his residency in general surgery at the Cornell Medical Center and Dartmouth Medical Center. He served as a Major in the U.S. Army, and was stationed as a surgeon in the Republic of Vietnam. Dr. Rassman was certified by the American Board of Surgery in 1976. Dr. Rassman was a major researcher in the cardiac field commercializing the Intra-Aortic Balloon Pump in 1969, a device credited with saving thousands of lives annually. As a professional inventor with multiple U.S. and worldwide patents, Dr. Rassman has 30 years of managerial and executive experience with numerous medical groups and various companies in the sciences through start-up and sale. In all fields he has pioneered new techniques, published articles in prestigious medical journals, presented scientific papers before national and international societies and continues to push the 'state-of-the-art' to new heights.

Jeffrey C. Travis, Ph.D., President and COO
Dr. Travis has 30 years of experience in entrepreneurial and large corporate executive management in the diagnostics, clinical and biotech/pharma industries and has career-long success in development of FDA approved products. He has held leadership positions in operations, business development, R&D and marketing. Most recently he was CEO and Managing Director for an Australian-based publicly-listed (ASX) drug discovery start-up, Cryptome Pharmaceuticals Ltd. Former positions included: VP/Sr. Dir of Corporate Development and Strategic Planning for NewBiotics, Inc., a San Diego-based biopharma company, V.P. Business Development and Worldwide Marketing at Arcturus Biosciences, Inc.; President and Director of Research and Development for the Diagnostics Division of ICN Pharmaceuticals, Inc; and V.P. Business Development at Neo-Gen Screening, Inc., a population-based newborn and genetic screening company. Dr. Travis was Founder, CEO and CSO of Microanalytic Research, Inc., a successful Pharma contract & reference laboratory and diagnostics firm, where he developed and commercialized many FDA approved immunodiagnostics. Dr. Travis has negotiated the sale of Microanalytic to ICN and agreements with many biopharmaceutical companies, government and academic research centers worldwide. He completed a post-doctorate at City of Hope National Medical Center before becoming a Laboratory Director there, and is a licensed Clinical Chemist. He obtained his Ph.D. in Physiology and Neuroendocrinology from the University of California, Santa Barbara and his B.A. in Biology and Neurobiology from the University of Pennsylvania.

Dr. Shane C. Dultz, Chief Scientific Officer (CSO)
Dr. Dultz received his Ph.D. in Condensed Matter Physics from the University of California, Los Angeles (UCLA) as an experimental researcher in low temperature physics. Following his graduate work, he became a Caltech postdoctoral scholar in the Superconducting and Magnetic Materials group at Jet Propulsion Laboratory where he worked on the first experimental quantum computing project there. Dr. Dultz designed and analyzed cryptographic algorithms and built an optical quantum random number generator for Quantum Digital Solutions, an encryption-based security company. He returned to UCLA in the Department of Chemistry and Biochemistry as a senior research associate. There, Dr. Dultz studied DNA/protein interactions using cantilever-based biosensors, X-ray generation from ferroelectric crystals for medical device applications and was heavily involved in grant/proposal writing as well as managing research projects for graduate students. Dr. Dultz applies his experimental physics background to biosensors which probe complex biological phenomena in a highly parallel manner.

David Ralin, Chief Technology Officer (CTO)
David Ralin studied Applied Biology and Biomedical Engineering at the Georgia Institute of Technology. He received his Bachelor of Science from California State University, Los Angeles in Microbiology, where he worked with Dr. Carlos Gutierrez' group synthesizing and characterizing siderophore analogues for the treatment of iron overload diseases. Mr. Ralin fuses his biology training with his industrial background in all phases of personal care and medical device product development, production, and quality assurance to lead our technical team. Mr. Ralin manages our biology efforts and multidisciplinary engineering, guiding our technology from concept to powerful integrated tools. He also serves as the Chief Technical Officer for Pioneer Medical Products, a research and development company focused on novel medical device engineering solutions.

Dr. Norman F. Estrin, Board of Trustees
Norman F. Estrin, Ph.D. received his doctorate in physical-organic chemistry from Florida State University in 1968. Dr. Estrin is the President of Estrin Consulting Group Inc., which assists medical device, cosmetic and drug companies in meeting FDA regulatory requirements. He is Regulatory Affairs Certified and has had over 35 years of experience in directing scientific and technical and regulatory programs at national trade associations for the medical device and cosmetic industries. He served as Vice President-Science and Technology for the Health Industry Manufacturers Association (now AdvaMed) and was a co-founder and Senior V.P.-R&D & Regulatory Affairs for Discovery Pharmaceuticals Inc., a development stage company. He was also President & CEO of Réma, L.L.C., a development-stage cosmetic manufacturing company. Dr. Estrin also served for nine years under former Surgeon-General C. Everett Koop, M.D. as a member of the Board of Trustees and Executive Committee of the National Health Museum.

Maureen A. O'Hara, Board of Trustees
Maureen A. O'Hara joined Maven Biotechnologies in 2001 while LFIRE was still in its infancy. Before Maven, she has worked in and around the technology field for over 25 years. Maureen's journey has included DOD contracting, work with start-ups, a seven year stint at Microsoft, a principle in her own management coaching LLC, and a faculty member at University of Washington. Maureen brings to Maven her understanding of managing start-ups and marketing, and the drive to see a product to fruition.
